UNION PUBLIC SERVICE COMMISSION INVITES APPLICATIONS FOR THE FOLLOWING POSTS

1.(Ref.No.F.1/30/2010-R-VI) Ten Deputy Controllers of Explosives in Petroleum and Explosives Safety Organization (PESO), Department of Industrial Policy & Promotion, Ministry of Commerce and Industry. Of the ten posts, three posts are reserved for SC candidates and remaining seven posts are reserved for OBC candidates. The posts are also suitable for Physically Handicapped[ Orthopaedically Handicapped/Locomotor Disability/Cerebral Palsy(One Arm Affected/One Leg Affected)] candidates. Qualifications : Essential : A. Educational : Degree in Chemical Engineering / Technology from a recognized University/Institution or equivalent. OR Master’s Degree in Chemistry from a recognized University or equivalent. B. Experience : Three years’ experience in Chemical works or in manufacture and handling of explosives and/or in compressed gases and/or refining of petroleum. Desirable : Doctorate Degree in any branch of Chemistry or Master’s Degree in Chemical Engineering/Technology from a recognized University/Institution or equivalent. Duties : Administration of Explosives Act and Petroleum Act and various rules framed there under. Grant/renewal etc of Licenses under the Explosives Rules, Gas Cylinder Rules, Static and Mobile Pressure Vessels Rules, Carbide of Calcium Rules, Cinematograph Film Rules and inspection of licensed premises under the above rules. Examination of Explosives. Training of Public and other officers in detection and handling of Bombs etc.

2.(Ref.No.F.1/336/2009-R-II) Three Senior Scientific Officers, Grade – I(Metallurgy) in DGQA, Department of Defence Production, Ministry of Defence, Defence Quality Assurance Service. Out of three posts, one post is reserved for OBC candidates. The posts are also suitable for Physically Handicapped persons with disability viz Hearing Handicapped(HH) or Orthopaedically Handicapped/Locomotor Disability/Cerebral Palsy with OL(One Leg affected). Qualifications : Essential : A. Educational : Master’s Degree in Physics /Chemistry or Degree in Metallurgy from a recognized University or equivalent. B. Experience : Four years’ practical experience in Quality Assurance/ Development/Production in the relevant field. Desirable : i) Doctorate Degree in Physics/Chemistry or Master’s Degree in Metallurgy. ii) Knowledge of German, French, Russian, Japanese or Chinese language. Duties : Preparation of specifications and vetting of documents pertaining to procurement of items/stores. Technical evaluation, testing, inspection and Quality Assurance activities of equipments, systems/Sub-systems and stores indented by the Services pertaining to the relevant discipline. Creation of test facilities as per various laid down standards/specifications. Value engineering studies of items/stores. Product improvement, indigenisation and development work on systems/products. Interaction with the Industry and preparation of capacity/capability reports. Technical documentation. Administration of test labs.

3.(Ref.No.F.1/337/2009-R-II) One Senior Scientific Officer, Grade –I(Military Explosives) in DGQA, Department of Defence Production, Ministry of Defence, Defence Quality Assurance Service. The post is also suitable for Physically Handicapped persons with disability viz Hearing Handicapped(HH) or Orthopaedically Handicapped / Locomotor Disability/Cerebral Palsy with OA(One Arm)or OL(One Leg affected). Qualifications : Essential : A. Educational : Master’s Degree in Chemistry or Degree in Chemical Engineering/Technology from a recognized University or equivalent. B. Experience : Four years’ Practical experience in Quality Assurance / Development / Production in the relevant field. Desirable : i) Doctorate Degree in Science (Organic/Inorganic/Physical Chemistry) or Master’s Degree in Chemical Engineering/Technology. ii) Knowledge of German, French, Russian, Japanese or Chinese language. Duties : Same as in Item No. 2 above.

4.(Ref.No.F.1/338/2009-R-II) One Senior Scientific Officer, Grade –I(Instrumentation) in DGQA, Department of Defence Production, Ministry of Defence, Defence Quality Assurance Service. The post is reserved for OBC candidates. The post is also suitable for Physically Handicapped persons with disability viz Hearing Handicapped(HH) or Orthopaedically Handicapped / Locomotor Disability/Cerebral Palsy with OL(One Leg affected). Qualifications : Essential : A. Educational : Master’s Degree in Electronics /Applied Physics/Physics/Opto Electronics or B.E./B.Tech. in Electronics/Instrumentation from a recognized University or equivalent. B. Experience : Four years’ practical experience in Production/Development/Quality Assurance in the relevant field. Desirable : i) Doctorate Degree in Electronics /Applied Physics / Physics / Opto Electronics or Master’s Degree (M.E./M. Tech) in Electronics/Instrumentation from a recognized University or equivalent. ii) Knowledge of German, French, Russian, Japanese or Chinese language. Duties : Same as in Item No. 2 above.

5.(Ref.No.F.1/339/2009-R-II) Five Senior Scientific Officers, Grade – II(Metallurgy) in DGQA, Department of Defence Production, Ministry of Defence, Defence Quality Assurance Service. Out of five posts, one post each is reserved for SC, ST & OBC candidates. The posts are also suitable for Physically Handicapped persons with disability viz Orthopaedically Handicapped/Locomotor Disability/Cerebral Palsy with OL(One Leg affected). Qualifications : Essential : A. Educational : Master’s Degree in Physics/Chemistry or Degree in Metallurgy from a recognized University or equivalent. B. Experience : Two years’ practical experience in Production / Development / Quality Assurance in the relevant field. Desirable : Knowledge of German, French, Russian, Japanese or Chinese language. Duties : Same as in Item No.2 above.

6.(Ref.No.F.1/301/2009-R-VI) Three Junior Scientific Officers(Electrical) in Directorate General of Aeronautical Quality Assurance, Ministry of Defence, Civilian in Defence Service. Out of three posts, one post is reserved for SC candidates & remaining two posts are reserved for OBC candidates. Qualifications : Essential : Educational : Degree in Electrical Engineering from a recognized University or equivalent. Desirable : Two years’ experience in Quality Assurance or Inspection or Production or Development in areas of discipline related to aircraft and its accessories. Duties : Inspection and quality assurance of aeronautical stores and equipments such as aircraft/missiles/air armament and other airborne stores and related ground supporting equipments, during their development, testing and production.

8.(Ref.No.F.1/12/2010-R-I) Six Assistant Professors (Plastic Surgery), Ministry of Health and Family Welfare, Central Health Service(Teaching Specialist Sub-Cadre). Out of six posts, one post is reserved for SC candidates and four posts are reserved for OBC candidates. Qualifications : Essential : A. Educational : i) An MBBS qualification recognized by Medical Council of India included in the First or Second Schedule or Part II of the Third Schedule (Other than licentiate qualifications) to the Indian Medical Council Act, 1956. Holders of Educational Qualifications included in Part II of Third Schedule should also fulfil the conditions stipulated in Sub-section(3) of Section 13 of the IMC Act, 1956. ii) Post-Graduate Degree qualification in the concerned Super-speciality i.e. M.Ch.(Plastic Surgery) or Speciality Board of Plastic Surgery(USA). B. Experience : Three years’ teaching experience as Tutor / Demonstrator/Registrar /Senior Resident in the concerned super-speciality in a recognized teaching institution after obtaining the first post-graduate degree. NOTE : I: The Medical qualifications possessed by the candidates should have the recognition of the Medical Council of India. In case of medical posts other than Allopathic system of medicine, the qualifications should be included in the respective Schedule of the Act governing that system of medicine. The proof thereof may be attached. NOTE :II: In so far as Post-Graduation Medical qualifications awarded by Indian Universities are concerned, they should also find a place in the Schedules to Indian Medical Council Act, 1956, as amended from time to time. In case of medical posts other than Allopathic system of medicine, the qualifications should be included in the respective Schedule of the Act governing that system of medicine. The proof thereof may be attached. NOTE : III : The experience gained should be recognized by the MCI or the statutory body concerned of the system of medicine as valid teaching experience for teaching posts and certificate therefore or any other valid proof in support thereof should be submitted. Teaching experience in any other post like the post of General Duty Medical Officer/Medical Officer shall not be considered for eligibility purpose for recruitment to the teaching posts. NOTE-IV: In the case of qualifications in Super-Specialities (M.Ch./D.M.) except in the case of holders of D.M./M.Ch. of five years duration, the holders should have obtained M.D.(General Medicine) or M.S.(General Surgery) or an equivalent qualification as prescribed by the said council in its recommendations on post graduate medical examination. NOTE-V: In the case of holder of D.M./M.Ch. qualification of five years duration, the period of Senior Post graduate residency rendered in the last part of the said D.M/M.Ch. shall be counted towards requirement of experience. NOTE : VI : Holders of speciality Board of USA qualifications should complete the entire requirements of the Board concerned. NOTE : VII : Completion of compulsory Rotating Internship Certificate, Registration Certificate, an official document showing name of College/Institution from where degree/diploma has been done and official document showing name of the University and College from where teaching experience has been gained to be furnished. Duties: To impart theoretical and practical instructions to Under-graduate/Post-graduate medical students. To conduct and guide research work in the specialty. To render patient care in the Specialty. Any other duties that may be assigned by the authorities from time to time. ANY OTHER CONDITIONS : The other conditions of service will be as laid down in the CHS Rules, 1996 and other rules in force from time to time in particular :- (A) Private practice of any kind whatsoever shall not be allowed including any consultation and laboratory practice. (B) The candidate selected will, if so required, be liable to serve in any Defence Service, or post connected with the Defence of India, for a period of not less than four years including the period spent in training, if any ; provided that such officer: i) will not be required to serve as aforesaid after the expiry of 10 years from the date of appointment or from the date of joining the service. ii) Will not ordinarily be required to serve as aforesaid after attaining the age of 45 years.

11.(Ref.No.F.1/8/2010-R-I) One Specialist, Grade-II(Ophthalmology), Ministry of Health & Family Welfare, Central Health Service, Non-Teaching Specialist Sub-Cadre. Qualifications: Essential: A. Educational: i) A recognized Medical qualification included in the First or the Second Schedule or Part II of the Third Schedule (Other than licentiate qualifications) to the Indian Medical Council Act, 1956. Holders of Educational Qualifications included in Part II of the Third Schedule should also fulfil the conditions stipulated in Sub-section(3) of Section 13 of the IMC Act, 1956. ii) Post-graduate degree qualification in the concerned Speciality i.e. M.S.(Ophthalmology), MD(Ophthalmology), Speciality Board of the Ophthalmology(USA) or PG Diploma i.e. D.O./D.O.M.S. B. Experience : Three years’ experience in the concerned Speciality after obtaining Post-graduate Degree qualification or five years’ experience after obtaining the Post-graduate diploma. Duties : To conduct and guide research work in the speciality. To render patient care in the Speciality. Any other duties that may be assigned by the authorities from time to time. HQ : Exclusively for Administration of the U.T. of Lakshadweep, Kavaratti Island, However, the candidate is liable to serve anywhere in India. ANY OTHER CONDITIONS & NOTE - I to VII : Same as in Item No. 8 above.

12.(Ref.No.F.1/16/2010-R-IV) One Assistant Director of Census Operations(Technical) in the Office of the Registrar General, India, Ministry of Home Affairs. The post is reserved for SC candidates. The post is also suitable for Physically Handicapped[Orthopaedic Handicapped/Locomotor Disability/Cerebral Palsy(One Leg affected or One Arm affected)] candidates. Qualifications : Essential : Educational : Master’s degree in Statistics or Operation Research or Mathematics(with Statistics) or Economics(with Statistics) or Commerce (with Statistics) or Anthropology or Sociology of a recognized University or equivalent. Desirable : i) Second Class Master’s degree in Statistics or Operation Research or Mathematics(with Statistics) or Economics(with Statistics) or Commerce(with Statistics) or Anthropology or Sociology of a recognized University or equivalent. ii) Three years’ experience in collection, compilation, tabulation and analysis of Statistical data. Duties : Planning, Collection, Tabulation, Analysis and Interpretation of Census Data and Ancillary Surveys. Implementation of Schemes for improvement of vital statistics, analysis of demographic data, conduct of sample surveys and preparation of reports. Coordination with State Government with regard to activities connected with the implementation of RBD Act, 1969.

13.(Ref.No.F.1/4/2010-R-II) One Director General in Geological Survey of India, Ministry of Mines. Qualifications : Essential : A. Educational : Degree in Master of Science in Geological Science or Master of Science(Technology) Geology or Master of Science in Geology or Integrated Master of Science in Applied Geology or Master of Technology(Geo Exploration) or Master of Technology(Engineering Geology) or Master of Science(Marine Geology) or Master of Science(Earth Science and Resource Management) or Master of Science in Oceanography and Coastal Areas Studies or Master of Science in Petroleum Geo-sciences course or Master of Science in Geo-chemistry from a recognized University. B. Experience : Twenty years’ experience in mineral exploration or geological mapping or marine geology including research and development in the fields specified above of which ten years shall be in a supervisory capacity. Duties : To advise Government on all technical matters in respect of Geological Survey of India. Planning programming and Coordinating different Scientific, Technical, Financial and Administrative activities of the Geological Survey of India. HQ : Kolkata.

14.(Ref.No.F.1/299/2009-R-VI) Six posts of Driller-in-charge in the Central Ground Water Board, Ministry of Water Resources. Out of six posts, one post is reserved for SC candidates and two posts are reserved for OBC candidates. Qualifications : Essential : Educational : A- i) Degree in Drilling / Mining / Mechanical / Civil / Electrical Engineering / Petroleum Engineering from a recognized University or equivalent ; and ii) One year’s experience in operation and maintenance of drilling rigs. OR B-i) Diploma in Drilling/Mining/Mechanical/Civil/Electrical/Petroleum Engineering from a recognized University or Institution or equivalent ; and ii) Five years’ experience in operation and maintenance of drilling rigs. Duties : Over all In-charge of rig unit, vehicle, equipment and staff attached with it in the field. Guide the drilling staff for successful completion of all the operations and adopt safety measures on the work site. Responsible for operation, maintenance and up keep of rig, equipment and vehicles deployed under him and their efficient and economic utilization. Timely submission of periodical reports and maintenance of store accounts, maintenance of log books and history sheets of equipments. Responsible for Administrative and Accounts works of the unit in the field.

15.(Ref.No.F.1/13/2010-R-I) One Senior Lecturer(Community Medicine) in the Government Medical College & Hospital, Chandigarh, Department of Medical Education and Research, Chandigarh Administration. The post is reserved for OBC candidates. Qualifications : Essential : A. Educational : i) A Basic University or equivalent qualification included in any one of the Schedules to the Indian Medical Council Act, 1956(102 of 1956) and must be registered in a State Medical Register or Indian Medical Register. ii) M.D (Social and Preventive Medicine)/MD(Community Medicine) from a recognized University/Institution or equivalent. B. Experience : Three years’ teaching experience in the concerned speciality after acquiring post-graduate qualification as Lecturer/Registrar/Senior Resident/Demonstrator/Tutor in a recognized Medical College/Teaching Institution. Note : I to III : Same as in Item No.8 above. NOTE : IV : Completion of compulsory Rotating Internship Certificate, Registration Certificate, an official document showing name of College/Institution from where degree/diploma has been done and official document showing name of the University and College from where teaching experience has been gained to be furnished. Duties : The duties of Senior Lecturer(Community Medicine) will be to teach the under-graduate(MBBS) and Post-graduate students, training of interns, paramedical staff and research work. HQ : Govt. Medical College & Hospital, Chandigarh and liable to serve in any of the Rural/Urban Heath Centres of the Chandigarh Administration. Any Other Conditions : i) The candidate so appointed shall have to join his duties within one month from the date of issue of appointment letter. ii) Private practice of any kind, including laboratory and consultant practice will be strictly prohibited. iii) The candidate so appointed shall not be allowed to apply for the post for employment outside Chandigarh Administration for a period of two years from the date of joining the post.

The age limit shown against all other S.Nos is normal age limit and only in these cases age is relaxable for SC/ST candidates upto 5 years & upto 3 years for OBC candidates in respect of vacancies reserved for them.
