Under Article 320 of the Constitution, one of the functions of the Union Public Service Commission is to conduct examinations for appointment to the Civil Services/Posts of the Union .  The Examination Branch of the Commission is concerned with the work of a non-confidential nature arising from this statutory function of the Commission.  In addition to the examinations for the Civil Services/Posts under the Union , competitive examinations are also held by the Commission under special arrangements with Ministry of Defence for certain Defence Services.

            Following are the Examinations conducted by the Commission on a regular basis:

1.             Civil Services [Prel.] Examination.

2.             Civil Services [ Main ] Examination

3.             Engineering Services Examination.

4.             Indian Forest Service Examination.

5.             Indian Economic Service/Indian Statistical Service Examination.

6.             Geologists’ Examination.

7.             Combined Medical Services Examination.

8.             Special Class Railway Apprentices’ Examination.

9.             National Defence Academy and Naval Academy Examination. [Held twice a year]

10.     Combined Defence Services Examination. [Held twice a year]

11.     Section Officers’/Stenographers’ [Grade-B/Grade-I] Limited Departmental Competitive Examination.

12.  Central Police Forces (Assistant Commandant) Examination (with effect from the year 2003-04)

Total number of applications received, number of candidates appeared and number of candidates recommended  on the basis of examinations  conducted by UPSC for the year 2002-03 to 2004-2005 is given at Appendix-I

2.         Set-up of the Examination Branch

            The entire work relating to the conduct of the examinations held by the Union Public Service Commission is presently being handled by 36 sections.  The work in the Exam. Branch has been allocated among its various sections as under: -

A)        Scrutiny Sections

1.             Scrutiny of doubtful applications.

2.             Issue of Admission Certificates to candidates.

3.             Checking of Attendance Lists before sending to respective Centre Supervisors.

4.             Work relating to declaration of written results.

5.             Handling the work of Personality Test Boards.

and all other matters until the recommendation about the finally qualified candidate(s) are sent to the respective appointing authorities.

B)        Arrangement Sections - Five Sections have been assigned the work of making arrangements for the conduct of various examinations and Recctt. Tests of the Commission.

C)        Form Supply & Monitoring Cell deals with printing, supply and monitoring of the availability of common application forms at the designated Head Post Offices/ Post Offices throughout the country.

D)        Form Registration (FR) Unit deals with the registration of application forms of various examinations and preparation of validation report in consultation with service providing agency for resolving discrepancies, if any, noticed during the processing of the applications.

E)        Facilitation Counter deals with the queries/information/clarifications from candidates or the public pertaining to any matter dealt with by the Commission.

3.1       Supply of Application Forms etc.  

            A simple and electronically readable application form, common for all the examinations conducted by the Commission has been introduced under SAMPERA (Scanning and Mechanised Processing of Examination & Recruitment Applications) project.  The form along with “Information Brochure” is available at designated Head Post Offices/Post Offices throughout the country.

However, in the case of Section Officers’/Stenographers’ [Grade-B/Grade-I] Limited Departmental Competitive Examination, application forms along with the Notice, Rules etc. for the examination are supplied to the candidates by the Commission’s office.

3.2       Receipt of applications and initial processing:  

The applications are received in Receipt Section.  All the application forms are passed on to F.R. Unit in batches for capturing the ‘Bar-Code’ of the applications.  Then, the applications are sent for scanning and mechanized processing which enables issue of Admission Cards & Attendance Lists by this branch.

3.3       Arrangements for holding examinations - It consists of the following steps: -  

(i)         Soon after notification of an examination, the concerned Examination Arrangement Section writes to the designated authorities of the State Governments etc. intimating the dates of the examination, the approximate number of candidates likely to opt for their centre on different dates and requests them to make available the venues for the conduct of the examination.  In case of Delhi , the General Branch of the Commission’s Office makes available the venues for the examination.

(ii)        Despatch of stationery etc. and payment of advance to the Supervisors and adjustment thereof.

3.4       Scrutiny of applications:

            The Commission receives two types of application forms from candidates for its examinations.  Initially, simple and electronically readable application form common for all the examinations to obtain the crucial data for judging eligibility of the candidate vis-à-vis the notified rules, is required to be submitted by the candidate.  These applications are scanned (electronically) and thereafter doubtful applications are scrutinized manually.

The candidates who qualify for the Personality Test are further required to submit a Detailed Application Form [DAF].  Scrutiny of DAF is also done by the Examination Branch.

3.5       Announcement of result:

The result of the written part of the examinations is declared by issuing a Press Note both in English & Hindi and on Commission’s web-site. 

After holding of personality test, the final result is prepared by the Commission both in English & Hindi on the basis of aggregate marks obtained by the candidates and announced.

 3.            The Examination Branch is headed by AS(RER)&CE, who is overall in-charge of examinations conducted by the Commission.  The AS (RER) & CE is assisted by J.S. (Exam.) in all the pre-examination activities including the arrangements of examinations and excluding the post-examination activities.
4.            In the Examination Branch, depending upon the nature of activities,  decisions are taken through a channel comprising of Under Secretary – Deputy Secretary – Joint Secretary – Additional Secretary – Secretary – Commission..

5.            In the Examination Branch, various rules relating to the examinations conducted by the Commission, manual of Office Procedure, and internal instructions like Scrutiny Instructions, Instructions to Supervisors etc are maintained and followed by the Examination Branch.  In the discharge of its functions, the Examination Branch is also guided by the Instructions issued by the Govt. of India on various issues.

6.            The work relating to conduct of examinations held by the Union Public Service Commission is presently being handled by various Sections working under the following  categories viz;

a)                  Examination Policy Section

b)                 Examination Scrutiny Sections

c)                  Examination Arrangement Sections.

d)                 Form Supply and Monitoring Cell

e)                  Form Registration Unit

f)                   Facilitation Counter

7.            The Notifications/Advertisements inviting applications for the Examinations are published in the Employment News/Rozgar Samachar and the  leading daily Newspapers.

8.            The respective rules for conduct of various examinations are notified by one of the Nodal Ministries nominated by the Government for various examinations.  The notifications for various examinations contains, inter alia, the eligibility conditions, the scheme and syllabus of examinations, physical/medical

standard and brief particulars of various Services/posts to which selections are made through examinations.  In the conduct of various examinations, the Commission is strictly governed by the rules and schemes for the examinations, as notified by the Government of India for different examinations.

 9.            The Notices of different Examinations, the information particulars of candidates, information regarding venue of examinations, admit cards issued to the candidates, results of candidates’ applications, results of examinations, etc are   made available for public viewing through the Commission’s website.

10.            The Commission is having a Facilitation Counter working during the office hours which caters to the needs of candidates/common public by providing them the information regarding the Commission’s examinations and also replying to their queries. 11.            The Commission from time to time reviews its examination system through Expert Committees formed for this purpose.  The Committee, if desires, consults members of the public seeking their comments on the examination system. .  Reports of these Committees are made public after decision by Govt. on the recommendations of such committees.  Reports of two such committees have already been published.  The report of another committee viz. the Civil Services Examination Review Committee headed by Prof. Y.K. Alagh is currently under consideration of the Govt.  Recently past, one High Level Committee has been constituted by the Commission to examine the possibility of streamlining the conduct of its examinations.
