Executive Summary

During the year 2004-05, the Commission: 

Ø       conducted 11 examinations, 7 for recruitment to Civil services/ posts and 4 for Defence services under recruitment through examination method; a total of 11,45,729 applications were received and processed; 4,499 candidates interviewed for Civil services/ posts (interviews for Defence services were conducted by Service Selection Board of Ministry of Defence) and 3,228 candidates recommended for appointment to various posts, 1,592 for Civil services/ posts        (Appendix-IV) and 1,636 for Defence services (Appendix-V).

Ø       received 422 requisitions for Direct Recruitment by Interview from various Ministries/ Departments involving 1,790 posts. Of these, 199 requisitions involving 968 posts were closed due to want of clarifications from the Ministries/ Departments. Taking into consideration the carried over requisitions and posts, 297 requisitions involving 1,061 posts were advertised. However, action in 6 requisitions involving 9 posts was cancelled after advertisement on the request of the Ministries/ Departments.

Ø       processed 472 cases involving 1,952 posts, taking into consideration the carried over advertised pending cases from previous year. Of these 142 cases involving 455 posts in respect of which 26,906 applications had been received, were finalised culminating in recommendation of 391 candidates, thus registering a Recommendation to Post Ratio of 0.86.

Ø       received a total of 3,08,827 applications against the direct recruitment cases; 2,805 candidates were called for interview, 2,015 candidates were interviewed and 391 candidates were recommended.

Ø       found none suitable, out of the candidates who applied for 64 direct recruitment posts.  Most of such posts required specialised medical, engineering or scientific qualifications.

Ø       conducted a Special Drive for recruitment of Scheduled Caste and Scheduled Tribe candidates, in pursuance of the Government decision, to fill up the backlog vacancies reserved for them in direct recruitment quota. Under this drive, 26 requisitions were received out of which 23 requisitions pertaining to direct recruitment by interview were speedily processed by the Commission.

Ø       made 4,392 recommendation regarding suitability of candidates/ officials for  promotion, deputation, absorption etc.

Ø       recommended 4,241 officials for promotion to various posts under the Central Services.

Ø       considered the service records of 27,975 officers and recommended  (a) 4241 officials for promotion in Central Services (b) 151 officials for appointment for transfer on deputation.

Ø       recommended 171 Scheduled Caste, Scheduled Tribe and Other Backward Classes candidates to fill 81.0 % of the posts reserved for them through Direct Recruitment by Interview. This figure does not include 5 Scheduled Caste, 1 Scheduled Tribe and 24 Other Backward Classes candidates recommended against unreserved posts.

Ø       recommended 795 Scheduled Caste, Scheduled Tribe and Other Backward Classes candidates to fill up 99% of the posts reserved for them in recruitment by examination. In addition to this figure, 23 SC, ST and OBC candidates were recommended against unreserved/ general category posts.

Ø       recommended 9 Physically Challenged Persons against the 13 posts reserved for them i.e. 69.2% of the posts through Direct Recruitment by Interview.

Ø       noticed that, in respect of 90 cases, offers of appointment to candidates recommended by the Commission through Direct Recruitment by Interview were delayed by the Ministries/ Departments for more than one year.

Ø       noticed that there was delay of over one year or more in issuing offers of appointment by the concerned Ministries/ Departments in 94 cases, where candidates were recommended for recruitment by examination.

Ø       noticed that there were 12 cases of Non-Acceptance of  the Commission’s Advice; of which, one pertains to Direct Recruitment by Interview and 11 cases relate to disciplinary matters.

Ø       did not notice any such case where Government did not accept recommendation of the Commission, which relates to promotion within Central Services.

Ø       imposed penalty on one candidate pertaining to Direct Recruitment by Interview. The Commission imposed penalties, in respect of Examination, on 52 candidates who were found to have suppressed information or furnished false information, used unfair means etc. in the examinations.
